Review: This is the manual written for the public works inspectors of the City of Los Angeles, my employer. We inspect exactly as this book says, for streets, sewers, storm drains, fencing, asphalt, street lighting, testing, etc. This is meant to be adopted by other agencies and modified appropriately.
Since this is such a specialized field, there is not much use for the average citizen. However, for those individuals who are inspectors, or are studying to be one, this is the book for you.
Silas Birch has passed on, but he led a remarkable life and his inspection manual has not been surpassed.
