Review: This is a good general overview, but if you want something that is a practical look at the legislative process in the U.S. Congress, see the Congressional Deskbook. I've used the Deskbook every year since 2000 and it gets better abnd better.

It includes a congressional budget process flowchart that is very handy and that I have seen nowhere else.

Also, the Deskbook is updated every two years.
