Summary: Mediocre book
Review: This book is a collection of essays. While the authors are indeed quite credible, the content leaves much to be desired. The book is long on problems, and short on solutions. Moreover, difficult topics, such as strategic outsourcing, surviving information warfare, designing a new staffing profile, choosing which private sector practices to adopt and which to avoid, and issues of institutional leadership are mostly ignored. This isn't a bad book; I just didn't learn anything new from it.
